It's not unreasonable to test heads of state and their hangers on for this. I know Charlie doesn't have a job but if any of the royals croak it, that'll (unfortunately, unreasonably) end up having a bigger impact on the reponse than any single doctor, so it's probably a test well spent.
I imagine the entire cabinet has been tested (likely more than once).

It really is just the people who would have access to the nuclear bunkers who are getting tests isn’t it! NHS carries out the test too!
