Really? Mine hardly ever seems to have issues and when I've called their support (normally to hassle them for cheaper bills) I've got some nice people.

I've had very few issues with Virgin because generally it just works: no throttling, very few outages. I did have one long outage where some builders accidentally cut through the cable and the service was average.
I know other people only a few streets away who have constant issues with it not working though and customer service is terrible according to them.

The only downside to Virgin is what happens if something goes wrong.
Which? have them rated as literally the worst company for customer service in the whole UK. If it works its great. If not, you're fucked.
As you say, service quality is much of a muchness between the conventional openreach infrastructure ISPs.
Plusnet and Zen have by far the best reputations for customer support so either of those would be my recommendations.
