I put a lot of the blame on Johnson / the government for this. Without testing and therefore showing only a few 1000 cases it won't seem real to many people. The media really should be publishing a potential / likely number of cases derived from the number of deaths. Might shit people up a bit more.

The psychology of this conundrum is a perfect storm for liberal democracies:
To prompt action/alter-behaviour the most selfish need to believe they themselves will suffer as a direct result of their normal behaviour. Liberal democracies largely resist enforcing social order (so no or too-late use of law), consequence from disease are delayed and largely indirect. A subset of the ‘selfish’ group (the ‘unimaginative selfish’) will only believe in consequences when they see it happen to others.Then the toxicity of ^ this situation breeds authoritarianism.
