    There are a lot of people who work in 'essential jobs' who will continue to go to work all the way through the coming lockdown. They typically start their job at about the same time (8ish, possibly earlier), and they have to get to work somehow.

    That being said, I do hope they won't reduce the density of service at the hours these people are usually commuting at, as that'll only increase the risk to all of them.

    Exactly my thoughts when they announced reduced service. It's been nice having a carriage to myself (I'm not essential and no longer commuting in). Essential services don't just travel at peak hours though.

    Sure, but you will get peaks, like people e.g. working in retail in the early morning.
