Just saw confirmation that cycling as a mode of transport is absolutely permitted in France. Cyclists are separately asked to limit recreational cycling to an absolute bare minimum for personal wellbeing.
The confusion came from unclear statements from the interior ministry and the police being interpreted different ways by the media.
