allow people to participate in recreational sport a significant distance from their homes.

Woah, this was "cycling banned". No one said anything about recreation or distance from home just that cycling was banned in France and we should prepare for it here.

Except it's not banned. They tried saying cycling for exercise was ok in France but too many people took the piss using training rides as cover for interacting with other people and visiting friends and family hence why they realised that they had to tighten the rules to 2km from home / 20 mins.

I see. Well it would've been useful to clarify that (it wasn't you).
Out of habit I'm going to jump on any mention of "cycling banned" so just assume I'm wrong and/or venting.
