Anyone arriving in Shanghai has to go through a process where you either self-isolate at home, quarantine at home/hotel or go to a medical centre. Arrivals are screened at the airport - a friend is currently locked in his apartment, and other people are in assigned hotels for 14 days. It depends which countries you've been to in the last 14 days, and if it's later found that someone on your flight was diagnosed, you're taken off to quarantine even if you're just self-isolating at home.
In Beijing, all arrivals have to quarantine - though I read yesterday that they're stopping all flights.
I can't remember the recent arrangement with HK but it's basically 14 days quarantine for anyone entering, in crappy gov facilities with shitty wifi (the horror!).
So yeah, quarantine central here.
As if cruises are still happening
@hats - is there any concern in HK and China about students returning from closed institutions in the rest of the world? Likely to be quarantined etc?
