I don't really understand what you're looking for: A fancy communications strategy with research, objectives, strategy, implementation and evaluation? (What civil servants call ROSIE)
I'm sure that exists, but they're not going to release it to the public.
I think maybe we're talking a bit at cross purposes, because I agree with you that the politicians themselves are doing a shit job of communicating, but the information that the public need is available (and being widely reported by the media).
What else are you looking for though, genuine question?
