Not true. I always found the locals way more civilised when for instance getting into an elevator or taking the bus. Just 2 examples.
Also not true. The pavements are cleaned every day (in the posh areas at least), with moto-dogshit hoovering up all the little fouling left by the lil'cute pooches.
