Theft replacement. Tiagra 10 speed cockpit parts

Hi - my mate’s Trek got the cockpit pinched... he says he went into a bike shop and they quoted £500 to replace the bars/stem/shifters?!?!?! No idea what’s up as the bike is 10 speed tiagra. I said I’d find him some replacement bits and wondering if anyone have any for bits for cheap. Thanks :)

You’ll need to clarify if it’s 4700 tiagra or the previous 4600(?) as both were 10 speed but both used different pull ratios.

I've got fsa bar and stem with some spacers and stem cap for £15 if that helps

Pal has some mint 4700 2X10sp shifters (he's converted his Roubaix to flatbar!) - drop me a msg if 4700 and nothing else forthcoming
