Why would you use Vodka? Just use isopropyl alcohol at 99% mixed down to around 70% with glycerin, aloe vera gel or just water in a pinch. Like it says in the sentence before your quote.
How do people manage the hand washing on the tube, in the supermarket or generally out and
about amongst people? I don't understand the arguments soap vs. sanitizer. You are not going to use the sanitizer instead of hand washing at home are you? It should be in addition
to hand washing in situations where there is no soap and water available. -

The folly of trying to keep hands clean in public without contactless taps etc... Turn on taps, wash hands, turn off tap and get hands dirty again. Dry hands, open dirty lock/door handle (s). Sanitiser has its place even if not ideal.

I work on the tube, heard a rumour this morning that a driver on the jubilee line was sent off to Hospital and a deep clean is taking place at his depot (Wembley park ). The rumour came from one of our reps who is considered to be hardworking and reliable. If I hear anything else I will pass it on...........
