Re. discs from the little i know that could be a lot of stopping power for a 1" steerer and internal routing may be an issue on skinny tubes

Didn't think of that - does anyone know about these things?

Have you seen the Crust Romanceur?
It's 1" threaded steerer and has disc brakes and people seem to be thrashing those about without issue.

I think basically it'll be up to the framebuilder to advise about what's possible and what's not. I'm hoping it's doable but it's not the end of the world if it's not.
