I've always hated that phrase and the way it is used (mostly by right wing ideologues), because that's not what happened to the actual commons. The real tragedy of the commons was the Inclosure Acts.
So "no" to this:
whereas this is exactly the issue with things like over-fishing, or indeed the original commons.
