He's never gong to get any more London Mps than he's got (only Kensington and Westminster?). What reason does he have to help local MP's for stuff like roads around here?
Edit: although that's a bit of a petty arguement to make, given most of the money available seems to be spent in London. Not sure why this VED isn't.

What's the motivation here, move cash to pursue the "level up" agenda for the North, and take it performatively from London to reinforce the seriousness of that?
