Fulcrum 3 are 2017s I think though not seen many miles as you can see from barely any brake track wear. I think they're 16 internal 20.5 external. Anyway I had 28s on them without any issue at all.
Edit 2017s perhaps, forgot it's 2020! Anyway don't think they're the C17 wider rims
