You can fit a full mudguard to a suspension fork. The fork crown doesn't move.
(From a thread on the Cycling UK forum. Some other examples in there)

converting an old 26" mtb for city use so definitely want mudguards. Back of bike has mounts so I should be able to fit anything? Any suggestions? It's only a 7km ride but don't want to arrive all wet..
