I don't know, the picture very much looks like he's standing in the usual queue for EU-and-associated citizens with electronic passports. This kind of thing, but with the Union Jack added preemptively. (And good god is it an ugly Union Jack, btw, someone really didn't put much time into getting it right)

I'm not sure either tbh, could be fake news. Independent says this :
Frances Coppola, a finance journalist for Forbes and the Financial Times, said airports such as Schiphol appeared to have “jumped the gun” by directing British passport holders to non-EU gates but noted that the change would be implemented across all EU countries from next year.

Apparently that airport is introducing earlier - a few of them are.
