I don't know, the picture very much looks like he's standing in the usual queue for EU-and-associated citizens with electronic passports. This kind of thing, but with the Union Jack added preemptively. (And good god is it an ugly Union Jack, btw, someone really didn't put much time into getting it right)

That being said, any queues there at the moment should not really be due to Brexit, no? As the whole FoM thing still applies.
