It is. It's the Millennium Bug deferred. The system only has a two column date and originally would have added 1900 to any value. As 2000 approached, rather than properly fix the issue they changed the logic so that 0 to 19 have 2000 added, 1900 is added to any other value. Same problem -only having 2 digits for the date - they just deferred its impact.
The milenium bug has been exposed by the Brexit process.
A 100 year old Italian man had to use the app to apply for settled status. When he scanned his passport the system dropped the 19 from 1919 and replaced it with 20 making his date of birth 2019. He was then told (by the system) that his parents had to apply in his behalf.
