You could get a seatclamp which has 2 additional bolt holes to install pannier racks.

Is there a child seat or panniers that are suitable for a cross bike with no rear brake bridge but does have mudguard mounts?
I’m not 100% comfortable with the ones that just attach to the seat tube...
