Is there a child seat or panniers that are suitable for a cross bike with no rear brake bridge but does have mudguard mounts?

Years of happy cycling on a Cross Check with a seat tube mounted bike seat here. It's fine.
A friend and neighbour who is a consulting PhD engineer for consumer product safety used one too. He and his child are also fine.

I am in the process of moving and we have hired a van company to help us out with furniture and whatnot. I also have a cat and a snake, and I am unsure of the best way to transport them to my new place as I dont have a license or a car.
I thought maybe someone could help me out on the forums, for a bit of cash and some beer, but not sure where its best suited to post about it. Any ideas?

If you are feeling brave, you can uber them as long as they are in good pet boxes. Call the driver who accepts and tell them you have pets. They may cancel or they may not, depends on how their day is going.
Some dial a cab services will take them too, just call to check.

Re painting with enamel paints:
Will a white base/primer produce a brighter orange than using a grey base/primer?
Layers will (hopefully) be very thin using a 2:1 paint:thinner mix, possibly a 1:1

If translucent, yes, white primer will add vibrancy. If you want a slight metallic effect a white primer then a silver base will do that.
Other benefit of grey primer base is that it diffuses the colour of the material you are painting over. Can then apply a white coat on top of-lots of paint manufacturers have recommended primers for each colour/finish because of this.

We moved a couple of weeks ago and in the midst of organizing I missed cancelling the standing order for the service charge to Lambeth. I immediately notified them with all the details asking if they would return the payment to which I received the following:
I am sorry to hear this, we are unable to provide you with any information on the account since you are have moved out of the property. This is because of data protection, you could however get the current leaseholder to contact us for a refund to be given to you. Alternatively, you could let them reimburse you with the amount and they keep it on the account since it is gone to clear the service charge invoice.
I know it hasn't gone to clear the service charge invoice as the account is £475 in credit. I also know it's my mistake so before I respond curtly does this count as retaining wrongful credit as under the Theft Act 1968 and so Lambeth are legally obliged(?) to return the payment?
