Years of happy cycling on a Cross Check with a seat tube mounted bike seat here. It's fine.
A friend and neighbour who is a consulting PhD engineer for consumer product safety used one too. He and his child are also fine.

hamax siesta, everyone uses one over here.

used a hamax smiley for two years, all sorts of bouncy terrain as well!
on an aluminium pinnacle frame. no problems, just fun. -
You could get a seatclamp which has 2 additional bolt holes to install pannier racks.

Is there a child seat or panniers that are suitable for a cross bike with no rear brake bridge but does have mudguard mounts?
I’m not 100% comfortable with the ones that just attach to the seat tube...
