The age of criminal responsibility in the UK is from 10 years upwards. Whether she had the mental capacity to form the mens rea is another matter. A court would decide that.
By denying her UK citizenship they are not risking a loss at court. -

Of course they don't fit lots of bikes if you have wide handle bars or deep rims or a number of other things.
