From my experience living in SE Asia it’s mainly a lack of trust amongst the population. Most of them know when to wear a face mask (when they’re not feeling well) but as soon as a colleague has a sniffle they sling em on.
I won’t get into the casual xenophobia that triggers most of these reactions.
With the masks, I guess with Coronavirus being asymptomatically contageous, people might be wearing masks thinking it's stopping them catching it but they're already infected so it's actually stopping/cutting down them spreading it. So a bit of panicked, uneducated mask wearing is perhaps not the worst thing in the world.
