The age of criminal responsibility in the UK is from 10 years upwards. Whether she had the mental capacity to form the mens rea is another matter. A court would decide that.
By denying her UK citizenship they are not risking a loss at court.

Former British citizen grooming and rape victim loses appeal over having citizenship stripped for committing a crime while under the age of criminal responsibility.
Hoards of British people celebrate the fact that they now have a government who has set a precedent to strip somebody of citizenship without investigation or trial.
People arguing that she has a right to a trial and justice dismissed as terrorist sympathisers.
Sigh.
