40mm and 700c on a tiny frame is going to have a very small amount of options.
Kinesis make tiny frames but 33/35mm clearance - at least when I brought one
Surly go pretty small too, but not lightweight

i've got my eye out for an x-small CdF, so I can pop 650b wheels on it to make it more managable for a lady thats 5ft1.

650 x 42 Resolutes fitted fine.
Looking for a x-small frame and fork
In terms of geometry ideal range would be approx:
Stack: 533 - 500mm
Reach: 351 - 371mm
Seat tube angle: 73.5 - 75 degrees
