They do come as a single armrest, even on those there's a gap between the actual extensions though, I think that's what's really being flagged from the picture they show.

They still look separate to me. Are they now going to consider an aerobar bridge as a fairing?

Nobody knows what's actually being flagged, because the board members are too thick to construct a comprehensible rule.
