I need something that mimics a stem
You do. You need something that actually clamps onto the steerer, because the pre-load-adjusting bolt is not secure on its own. It only needs to be gently tightened to get the correct pre-load, otherwise you're cramping the bearings (once you've tightened the stem bolts fully, you can then tighten the pre-load bolt for extra security if you like).
I have an old Kore BMX stem, which is very shallow, so it should fit under the top-cap. It has a nice wide flat face too, which might mke mounting a light or something easy. Yours for a fiver.

I've just measured it and the clamp is 33mm high, that's less than other stem I've seen, but still might not be shallow enough?

Drat. That does look like the right tool for the job, although 28.6mm is a standard seat clamp size, so I don't see why you couldn't use one of those if you were to file the lip off. It would certainly be cheaper.
It's interesting in the product info that one use for it is to maintain correct headset tension if you need to regularly loosen your stem to turn your handlebar sideways for storage or transport. That hadn't occurred to me.

Seatpost clamp is a great shout!
You can get versions without a lip and with flat top and bottom surfaces like this Nukeproof one.
Spacer off, seatpost clamp on, stem cap on, tighten stem bolt delicately for pre-load, tighten seatpost clamp. Done.

So the Problem Solver solution works. Have ridden the bike to station (on way to get front brake fitted) with no problems.
Only issue is the right arm of the steering transmission swings about quite wildy, not sure why. Might ask in bike shop while I’m there.

is there anything holding the left one in place? (like a rubber bungee, look underneath!)

personally, i would look for an alternative with two bolts, something a bit chunkier...
maybe fully charged could sort you out? they are an Urban Arrow dealer.
also If you are worried about bits and pieces getting pinched, I think Hexlox would be a good solution.

jammed 2 out of 5 on mine, key rounded the bolts, took me 10 seconds to get them out with a safety pin, told them this on email, they got salty, not better than the usual ballbearing grease/glue trick

how did the key round the bolts? the hexlox key is round already...or have i misunderstood. I'll have at mine with a pin and see how i get on.

I have an adjustable stem you are welcome to have, the one that comes as standard on Urban Arrows.. ugly but not the ugliest I’ve seen of that type

The problem solver solution seems to be working well. I had front brake installed over the weekend so it's fully functional now. I have ridden it about 10 miles and it's such a pleasant ride. On the flat it's almost similar to any other heavy bike I own.
I'm flat out of funds for now so will have to install the nice bits later. I'm quite pleased at how quickly I've got it moving though.
