The later, or latter, sound like Cinelli M71, otherwise known as the pedals of death. A pin locates in the shoe plate and they're fine for tt or pursuit but really don't let your feet go when things get crashy.
Reports of deaths are entirely exaggerated, but I'll take the option of foot release every time. I used M71s for years and ground the lever off of one, plus bonus skin, in a crash. Painful and expensive.
