I think it's a bit of a stretch to describe the document in question as a counter terror watch list. It's a list of groups that have gathered or protested in the UK in recent years. It includes visiting international football fan supporter groups for example.
I think it's intended to be a guide for officers to help identify who is protesting and how they normally conduct themselves.
Edit: was not for police use, was distributed to teachers to help identify logos and memberships. It's clearly a misguided document but a counter terrorist watch list it is not.

There was a black cabbie stuck near Whitehall and he demanded of a copper on a bike what it was all about.
"People are allowed to protest sir" said the copper.
I had some leaflets to explain what the CM was about so I went to hand one to the cabbie and he waved me away and refused to look at it.
"Don't worry mate" said the copper to me. "Some people are just tossers".
Seems a perfectly normal thing to do...
