It's not supposed to 'deter terrorism' as a concept. It's just supposed to protect King's Parade specifically, which to be fair is a prime target if anyone wanted to attack Cambridge with a lorry: straight road, usually an insane number of tourists and locals all over the road, there would definitely be quite a few dead, right in the heart of old Cambridge. That being said, it's not like this is the only road in Cambridge that could be a target.
