will need completely refurbishing, as the chrome is really not good. 250 seems high, given that it's expensive to replate. Is that a small dent in the head tube, or just some light reflecting near the rust spot? Lugs are ok, but I have seen better, and cleaner shorelines on the brazing, too. Basically, this is a project frame that needs a complete restoration. It is a quality frame, of course, I'm not disputing that.
