Toyo are still very much around but much smaller then decades ago when they built frames for many American brands.
Quite a few njs builder will build anything. I was in cherubim shop in Tokyo last year, the workmanship is incredible. -

I know blue lug are selling their Fairweather CX, i’d Like something like this but disc, a steel do it all doc brakes frame
