I've never understood why people use those over normal webbing straps in the same pattern.

In my case it was because I did not budget the build at all and forgot how much all the small parts like brake adapters, brake hose, tyres (yeah, forgot about those too!) total, so by the time I had a functioning bicycle my bank account was quite empty.
