In an update to this post
I’ve been having a protracted row with the police forces involved. I initially reported it to Gloucestershire as that’s who answered the phone. They decided the road in question was Thames Valley so passed it on and they summarily closed the case with no investigation. I only discovered this 3 weeks after when I chased them for a progress report.
I initially complained but they immediately allocated an officer who called me and heard what happened.
He then emailed me the very next day to say the car was registered in Co Durham and it was too far away and they closed the case again.
I took some advice and was contemplating a complaint to the IPCC when out of the blue (!) a private company phoned me who were contracted to follow up victims of violent crime to gauge their satisfaction with the police response.
Once they heard about it they passed it to the police commissioner’s office who promptly got the pc who closed the case to send a notice of intended prosecution to the keeper. Finally 16 weeks after the incident they do what they should have done on the day of the incident. It will obviously go nowhere much anyway but at least something will be done and I feel a teeny bit better about it.
I still have nightmares about it not least immediately after one of the phone calls with someone inept in the police force.
