    Of course it can be and is often a code for racism. It's almost always used as a code for something but that just means whatever the perceived "wrong" kind of immigrant is - central and east europeans get loads of shit.
    If someone says it directly to me or someone else not white the interpreted racism is that because I'm not white I can't really be english and I don't belong here. That part stings but "extremely offensive" is pushing it.
    It's the broad sentiment itself which is offensive - that some people for whatever reason don't belong here - I'd think someone a cunt automatically if they said it but I wouldn't assume they meant it in a racist way.
