I haven't gone through the figures with a tooth comb but the nursery owner is probably about right if you take into account the increases in wages and pensions he will have to wear.
Pretty depressing really. Lots has been promised by everyone across the board but it's stuff like this that reminds you that someone has to actually pay for it all.
