That's the 'crown-race'. The one that came with the headset is matched to the bearings. There are a number of different sizes and angles, but there is a chance the new one is the same as the old one. If you're absolutely certain it is, no need to faff with replacing. Otherwise, the old one needs removed. I've done it using graceful methods such as a screwdriver and hammer before. Not sure what the accepted method is.

However there's a little circle that came with the headset, it seems to be equivalent Tu the one that's already on the fork.
Should I replace the one that's on the fork? If so.. How. It seems pretty well attached. If I put the new circle on top it looks pretty odd so I feel that's not the play.
