Trains are tricky to retrofit into places that weren't laid out with future provision in mind.

True, however they've always been pretty radical about tearing stuff down when they're building 10-lane 'freeways'... on the other hand they have snookered themselves a bit by building everything for the car so now in many places there isn't the density that would make a train more workable, instead just interminable sprawl.
