Most criminals serve half of their sentence, if it’s fixed term. You would normally remain on licence until the end of that sentence. That would normally mean there is a reporting requirement, supervision and possible the offender would wear a tag. On licence you can be recalled to prison pretty much on the basis of suspicion.
This guy was initially given an indeterminate sentence, which was changed on appeal to a 16 year sentence.
If you’re released from a life sentence, you’re effectively on licence forever.
What does "under licence" mean? I have never heard that term before.
