What is considered a ‘high speed crash’

Doesn’t seem like the right area for anyone to be driving at high speeds

Ah just read again and the police van was responding to another emergency

In this situation, it could be any speed that's too fast for the conditions.

I'd guess the police van wouldn't have been going at more than 30, but that's very fast for that area.

No idea what the speed really was, obviously.
