Interval session of varied length intervals to simulate having to work harder up random hills? Basically a fartlek I guess.
Or swap the workout with one later in the week. Or just do what you can and move on with the training plan. Missing one workout won't matter that much, just don't let it become a consistent missed workout!
Scheduled for a 40 minute hilly run tomorrow, not sure I'll have the time to get to the hills though. What could I substitute for it?
