Wanted: Medium steel frame to build a 1X commuter with risers

Hi -- pretty much as above, I'm after

• Reasonable quality steel frame
  
• Size medium for a 5'9" rider -- I guess a 53-54cm range?
  
• Can take gears
  
• Can take mud-guards and maybe a front rack
  
• Standard modern sizes for rear hubs, bottom bracket, seat post, etc.
  
• Probably not disc brake, but would consider one
  
  

This is for my son to build something he can commute to school on and generally get about town. It needs to be practical because he rides in the rain and but also, he's 16 so it needs to look OK too. And be fairly fast and light. Ratty is fine (preferred, even) if it's straight.

He's pretty much grown out of a small Pompino which is 52cm top tube
