If (as seems likely) we go back to pre 2016 voter turnout levels –
On the minus:
fewer people feeling represented, less democratic, politicians have less credibility and authority.
On the plus:
those voting are those more politically engaged, less subject to surface-level political campaigning, less diverse, more likely to agree/compromise.
