When I was in Costa Rica in the mid-'00s some Irish guys were going to Cuba for free. All they had to do was use the hold baggage allowance to take suitcases. They were allowed a day bag. Apparently the suitcases were gifts / goods sent by relatives.
Seemed dodgy as, but then we met a Cuban who said it was pretty common.

Isn't the idea here that you personally bought the item that the customer wants, so you have packed your bag yourself?
Fairly sure there are other issues though, as you'd be commercially exporting goods.

Don't most customs/immigration declarations ask you the value of the goods you intend to leave behind? So I guess it'd only work when you were returning home, not going out.
