(well, Apple might be able to track it, but good luck getting data out of them)
Pretty sure this isn't right. There are definitely ways to report a phone as stolen and have the IMEI blocked from working. As to which sites work and are free, not sure there

Being locked out of all carriers is a slightly different mechanism from being locked in to only one.
