The UK is the only country in the world that it’s both privatised and nationalised (we’re talking Network Rail).

I don't think this is true. I think Deutsche Bahn has a similar structure to Network Rail. I.e a private company that is wholly owned by the government.

It's not nationwide but TfL is Government owned and run as a not-for-profit.
