No, it's been talked about lots before. They have to have clear rules so that people know what is legal and what isn't.
If they went on what locals said on the ground it would give an unfair advantage to people who knew the local ways and would make it impossible to enforce rules - as Rory would have to track down local police when there was a dispute and it clearly isn't practical to do that!
Tricky one though. If the Police say you can ride on it and it’s not specifically listed as banned, then in brings its classification in to dispute I’d think.
