In theory yes if the head tube has been brazed/soldered in and not welded...... it "might" be as simple as sweat out the tube (melt the filler brass/silver) and insert a new one.
If the crack goes into the lugs then new lugs etc etc.
Just a case of finding someone who will do it and how much. Argos might even have it as a repair item in their price list. -

thank you for looking it up! Will have a look around; the frame is stored in Hereford at the moment so maybe there'll be someone in the WMs who would take it on. Thanks again,

Easily fixable, it’s just a metal tube. It’s brazed in so another can be put in its place or weld up the crack.
Head tube crack on a rat bike I've loved to (its) death. If money were no object (which, I mean, it is), might it conceivably be repairable? Cheers.
