You should tighten the skewer. When it breaks doing this, replace it with a nice Shimano one and restart the diagnosis.
The noise doesn't happen all the time so unlikely to be wheel bearings. Probably freehub bearings. I'd pull apart the freehub and clean/lube that shit first. If that doesn't fix it I'd look at replacing its bearings.

If you mean that wailing sound halfway through the video as you freewheel it's the mavic freehub bushing on its way out. It's a new freehub time.

When my Aksiums made this sound I removed the cassette and freehub, cleaned, degreased, put light oil on it and rebuilt. The sound went away.

Not sure if this video link will work, but if it does....new rear hub needed or is it a mech issue?
